Preheat oven to 350 degrees F .
Put the butter in a 9" x 13" baking dish and place in the oven. Once the butter has melted, remove it and set it aside.
Combine 1 1/2 cups sugar, 4 tablespoons cocoa powder, flour, milk, baking powder, salt, and vanilla extract. Pour to a baking dish over the melted butter, but do not stirring
In another bowl, mix two cups of sugar and half a cup of cocoa powder. Sprinkle over batter in skillet. Pour boiling water over the filling, but again, do not stir.
Bake until set, 35 to 40 minutes. The bottom will be loose and slightly sticky.
Let it cool 15 minutes before serving. Enjoy!
